I would agree. If it is a rare thing then making it a rule should not be a bad thing. I would have to agree pre round you are running around trying to get guns, and if you get killed you are stuck with whats left once the round starts. That's not cool.
I would say if someone is going out of their way to prop kill in the start up round they just need to be warned to stop, and inform them people don't want to be killed and left with crap selection of guns.
Most people will be fine with that warring, and if it only happens in a blue moon then it really should not be a big deal.
