Is this considered exploiting or not?

I'm not gonna make the call on this, but I think this is abusing a game mechanic and shouldn't be allowed. I see cops doing it mostly for fun but yesterday someone stunsticked over my walls to kill me, which was extremely frustrating. This also shouldn't be a service of a cop either, you shouldn't pay a cop to have him stunstick you into someone elses base, even if he is corrupt.

I see people do this a lot (usually non aggressively) but it shouldn't allowed to be used as an offensive tool to get into someones base, its cheap and is taking advantage of something that isn't meant to happen.

I really need an admins confirmation here, is this allowed or not?
