What happened?

I was on the Beach area in Dark RP with Monkah. The mayor was dead and The Cp had not posted laws to take the Mayor's laws place. We are Chatting with Tosh (Mafia) when Suddenly Monkah and I are both shot from a SWAT across the map. Hiding behind a building I OOC "Admin to Me" Then "Rdm Stop". Sneaky comes right up to us (We were hiding behind the Cp Cheif) and kills Monkah (At that point Im at 30 Hp). When Gabe comes over to handle the situation, Sneaky says that we were raiding and he killed us. 1) Tosh whose house we were in front of told him we weren't raiding. 2) He said b/c we had guns out but since the Mayor was dead, this is not a KOS offence. 3) the Cp cheif was standing with us. 4) How Sneaky determined we were raiding from so far away is a mystery to me and 5) Nothing had been lockpicked or hacked on the house.
