Regardless, it makes the arrest stick invalid if CP's will just shoot because they "feel threatened". I think CP's should only kill when they're personally getting shot at or are raiding.

Or someone else on the police force is getting shot at
Or if the Mayor is getting shot at
Or if the PD is getting raided
Or if the mayors tower is getting raided
Or if there is a mafia/gangster mowing down people
Or if there is a wanted person shooting his gun at/around people
