Thing is... Hitmen need a valid reason to complete a hit. So the man who hires the hitman must have a valid reason to want the mayor gone.

It should not be based on who gains what. It should be based on, like you said, laws. If mafia don't like the gun laws then they can go after the mayor.

The mayor is currently an extremely unlikable job to play as for most. Considering you have people with disposable amounts of cash (again) who will spam grenades to no end in order to get into the mayor's base.

I view it almost like poaching, people feel they need to mount a trophy on their wall, and the head of the mayor is just that. If we force people to legitimize the killing, atleast it will be hunting...
